The Infrastructure Investment and Jobs Act's surface transportation authority runs out September 30, 2026. Congress is already papering over the gap with stopgaps. The clearest multi-year picture on the table is the House BUILD America 250 Act — roughly $580 billion for fiscal years 2027–2031, and a hard pivot back toward core highway and bridge programs.

Bridges are the headline number
BUILD America 250 authorizes about $45 billion for bridge programs over five years — on the order of $5 billion more per year than IIJA's bridge spend, with a bigger set-aside for locally owned and off-system bridges. That is deck work, joint work, milling, coring, and fall protection volume for years if the Senate does not gut it.
Michigan already spent real money this year on I-75 bridges in Saginaw County. A larger federal bridge formula does not invent crews overnight. It does mean more lettings, more night work, and more last-minute blade and harness orders for anyone who waits.
Formula funding beats grant theater
The bill leans on formula programs DOTs already know how to spend — NHPP, STBG, HSIP, freight, bridge formula — instead of another wave of competitive grant lotteries. Predictable money is what lets a county schedule milling in September and what lets a contractor buy blades in August.
Stopgap extensions through December keep lights on. They are not a capital plan. AGC and the road builders have said the quiet part: a CR is not a substitute for a multi-year bill.
What to do before Sept. 30
- Watch MDOT and county letting calendars — local awards still move even while D.C. argues.
- Do not defer blade and fall-protection inventory if you are on bridge or deck work. Lead times bite when everyone restocks the same week.
- Price Buy America / BABA compliance into federal-aid jobs now — the paperwork is not optional, and it shows up in the supply chain.
